Relief for Workers Affected by Coronavirus Act – Phase 3 CARES Act 2020 – Unemployment Insurance

As part of the Corona Virus phase 3 legislation, also known as the CARES Act, unemployment insurance is now available to small business, the self-employed and Independent Contractors (IC).

The Pandemic Unemployment Assistance Program is part of the Relief for Workers Affected by Coronavirus Act contained within the CARES Act. Title 2, section 2102 creates the ability for the self-employed, Independent Contractors and those with limited work history to apply for Unemployment Insurance.

The program runs from January 27 to December 31, 2020. Movement restrictions, business closures, quarantines, etc. are qualifying reasons. The program will be administered through the Arizona State Department of Economic Security (DES).

Although DES is waiting for guidance from the U. S. Department of Labor, they are encouraging self-employed, ICs and those with limited work histories to file for benefits now. The Act provides for an additional $600 per week additional funds on top of the amount Arizona allows. The $600 is taxable income.
